Period of work       : April – July 2025

Reports to              : Regional Communications Officer

Background:

Arbeiter-Samariter-Bund (ASB) is a German relief and social welfare organisation engaged in a wide range of social service provisions in Germany and abroad. ASB South and South-East Asia started working in Indonesia in 2006 following the Yogyakarta earthquake. Since 2014, ASB has also worked in several countries across South and Southeast Asia through its local partners. ASB is committed to improving meaningful access and participation for all and has worked in inclusive humanitarian response, climate action, socio-economic development and Disaster Risk Reduction (DRR). In 2012, ASB co-founded the Disability Inclusive Disaster Risk Reduction Network (DIDRRN), which played a key role in influencing the integration of disability inclusion within the Sendai Framework for DRR.

ASB through its local partner Sikola Mombine is currently implementing a project entitled Inclusive and risk-sensitive livelihoods for persons with disabilities and women in precarious living conditions. As adaptation to local language, we also called this project as PAKAGASI program. The PAKAGASI program, aimed at enhancing the livelihoods of vulnerable persons with disabilities and women in disaster-prone areas, focuses on targeted interventions such as training, mentoring, and resource access. Emphasizing skill enhancement, business development, disaster mitigation, and fostering collaboration, the program underscores the pivotal role of BUMDES (Village-Owned Enterprises) and community participation for comprehensive empowerment. Funded by Federal Ministry of Economic Cooperation and Development (Germany), BMZ, supported by ASB Germany in partnership with the Ministry of Home Affairs, Sikola Mombine initiated the program in Sigi Regency, Central Sulawesi, covering three disaster-prone sub-districts: Sigi Biromaru, Gumbasa, and South Dolo.

This project is implemented from 1 September 2023 to 31 August 2026 in 10 villages in Sigi District:

  1. Dolo Selatan sub district: Rogo, Bulubete, and Bangga
  2. Gumbasa sub district: Simoro, Pakuli Utara, and Omu
  3. Biromaru sub district: Jono Oge, Lolu, Mpanau, and Pombewe

Additionally, the project highlighted the prevalent preference for Savings and Loan Cooperatives in Sigi Regency, often managed manually. Integration with civil society, collaboration, regulatory support, and sustained budget allocation are deemed essential for program sustainability, particularly for flagship initiatives like SIGI MASAGENA.
