Background

ASB and five local partners are developing Global Programme Phase 2 for submission under the German Federal Ministry for Economic Cooperation and Development (BMZ) funding framework. The planned four-year programme will operate in Indonesia, the Philippines and Bangladesh. It will build on experience and results from Phase 1 while expanding the partnership and adapting the intervention to different country and local contexts.

The programme is expected to contribute to inclusive and gender-responsive resilience by strengthening the participation and leadership of women, persons with disabilities and their representative organisations in DRR and climate adaptation; supporting resilient livelihoods, ecosystems and access to essential resources; and improving coordination and learning among communities, civil society, government, academia and other relevant actors.

Phase 2 is intended to consolidate, adapt, scale and institutionalise relevant approaches from Phase 1, which remains under implementation. The study should therefore consider emerging results, implementation experience, challenges and lessons from Phase 1.
