Contracting Authority: Arbeiter-Samariter-Bund (ASB) South and South-East Asia
Duration: Upon contract signature until 10 January 2026
Application Deadline: Tuesday, 28 October 2025 at 07:00 Jakarta Time

This should be taken into consideration by the consultant when planning their work and timeline
Background
Arbeiter-Samariter-Bund (ASB) South and South-East Asia, formerly ASB Indonesia and the Philippines, is the regional office of ASB Deutschland e.V., a German non-profit organisation engaged in humanitarian and development work. Our website www.asbindonesia.org serves as a key platform to disseminate inclusive and accessible knowledge products, updates on projects, and institutional information.
To strengthen user experience and knowledge sharing, we aim to enhance specific functionalities of the website and seek the support of a qualified web development service provider for this purpose.
Objective
The objective of this consultancy is to support ASB in improving the structure and functionality of the website, specifically for the Resources and Projects sections, by building an intuitive, accessible, and user-friendly interface and backend system.
Scope of Work
The selected developer or service provider will be responsible for the following tasks:
1. Resources Page
To enhance the Resources section of the ASB website by improving its structure, navigation, and filtering features, using Elrha’s resources page as a key reference for benchmarking in terms of user experience, layout, and functionality.
The Resources section will be divided into three separate pages:
- Produced by ASB
Contains publications, reports, and materials developed directly by ASB.
- Produced by ASB Local Partners
Features outputs and learning resources created by ASB-supported partners or grantees.
- Explore by Focus Area
Enables users to browse all available resources by thematic focus area.
Each page should include a clear introduction (2–3 lines) describing the type of materials and their relevance, similar to Elrha’s concise and user-friendly approach.
Filter Implementation
Each of the three pages must include a dynamic filtering system that allows users to refine search results based on multiple criteria:
- Focus Area:
Reflects ASB’s key thematic areas, including:
-
-
- Livelihood
- Climate Change Adaptation
- Disaster Risk Reduction
- Humanitarian Action
-
- Type:
Refers to the kind of resource, such as:
-
-
- Guidelines
- Policy Briefs
- Factsheets
- Reports
- Toolkits
- Case Studies
(Allow flexibility for additional types in the future.)
-
- Year:
Enables users to sort or filter resources by publication year.
- Country:
Filter resources based on the country or countries where the project or study was conducted.
- Project:
Allows users to locate materials linked to specific ASB projects.
The filter should support multi-selection and instant display updates (without requiring a full page reload).
Design and User Experience
- Use a clean, modular layout inspired by Elrha’s design—clear typography, card-style resource previews, and sufficient white space.
- Each resource card should display:
- Title
- Short description or abstract (1–2 lines)
- Tags (focus area, type, year, country)
- Download or view link (linked to the product)
- Include a search bar to allow users to find resources by keywords.
- Ensure the page is mobile-friendly and fully responsive across devices.
- Include breadcrumbs and consistent navigation across the three subpages.
- Consider adding a “Most Viewed” or “Latest Resources” section to highlight recent or popular uploads.
Technical and Functional Notes
- The filtering and sorting system should be database-driven for scalability.
- Filters should be easily updatable via CMS (no need for developer intervention for future additions).
- All uploaded files (e.g., PDFs, videos, images) should be organised by category within the CMS for easier maintenance.
2. Projects Page
- The “Where We Work” section (https://www.asbindonesia.org/where-we-work/) will be enhanced with an interactive programme map. The map should display all ASB project locations.
- When users click on a location, it should show a list of projects implemented in that area. Each project title in the list should be clickable, directing users to the dedicated project page that provides detailed information about the selected project.
- The feature should be user-friendly, visually appealing, and compatible with both desktop and mobile devices.
- Backend Development for Project Posts
Develop a backend system for managing and displaying project posts. Each post must adhere to the layout and content structure as shown in the dummy link:
https://didrrn.my.canva.site/dummy-for-sub-page
The backend should allow for flexible content editing and future scalability.
Deliverables
- Enhanced Resources section with three subpages as described.
- Fully functional filtering and search system.
- Consistent visual and navigation design across all subpages.
- Testing and feedback stage before launch to ensure usability and performance.
- Backend system for Projects page that supports detailed project posts aligned with ASB’s template.
- Brief documentation for ASB’s internal team on how to update and manage new features.
- Final troubleshooting and bug fixing prior to final handover.
