Emergency Response Report: Local and Inclusive Emergency Response to Cyclone Senyar in Aceh and West Sumatra

At the end of 2025, Tropical Cyclone Senyar caused flash floods and landslides in Aceh, North Sumatra and West Sumatra. Hundreds of thousands of people were displaced.

ASB South and South-East Asia (ASB S-SEA) responded with two local partners: CYDC (Children and Youth with Disabilities for Change) in Pidie Jaya District, Aceh, and Jemari Sakato in Agam District, West Sumatra. Persons with disabilities did not only receive support. They also made decisions and carried out the response on the ground. In Pidie Jaya, 4 of the 7 volunteers are persons with disabilities.

This report covers:

  • Clean water services: more than 88,500 litres of safe drinking water in Pidie Jaya and more than 34,000 litres in Agam
  • Rapid assessment results using HD-NEST, which estimates how many persons with disabilities are affected and what support they need
  • Hygiene kits for families at higher risk
  • Recommendations for humanitarian organisations and for local and national governments

The report is available in English and Indonesian.
