The Flood Anticipatory Action (AA) Protocol of Talang Baru Village is a community-led system designed to reduce flood impacts by acting early. After years of recurring floods in Hamlet 1 and Hamlet 2, the village—supported by ASB S-SEA—developed this protocol through training and consultations involving the Village Government, Destana, women’s groups, youth groups, community leaders, and persons with disabilities.
The protocol is based on a risk analysis showing that heavy rainfall, overflowing rivers, siltation, and waste buildup frequently damage homes, mosques, health posts, plantations, and fish ponds. Vulnerable groups such as older persons, children, persons with disabilities, and households near rivers face the highest risks, heightened by limited evacuation routes and settlements in low-lying areas.
To strengthen preparedness, the village formed teams for early warning, evacuation, security, first aid, logistics, public kitchens, and data collection. Clear roles ensure coordinated action once early signs appear.
The protocol uses four alert levels—Normal, Be Alert, Alert, and Warning—triggered by rainfall duration, rising water levels, murky water, floating debris, and other environmental indicators. Communication flows from monitoring teams to the Village Head, who determines status and authorizes early actions, including preparing emergency kits and evacuating residents.
This system helps Talang Baru act faster, protect lives, and reduce losses before floods occur.
