The Volcanic Mudflow Anticipatory Action (AA) Protocol for Agam Regency guides the Bukik Batabuah community and Nagari Government in preparing for and responding to the threat of lahars from Mount Marapi. Developed through an inclusive humanitarian programme by ASB and Jemari Sakato with disability organisations, the protocol strengthens preparedness during the transition from emergency to early recovery following severe eruptions and mudflows in 2023–2024.
Using participatory risk assessments, the protocol identifies exposed households, high-risk groups, vulnerable infrastructure, and agricultural losses. It outlines clear operational strategies involving village-level AA Teams responsible for early warning, data collection, evacuation, security, logistics, health, WASH, and public kitchens. Actions are divided into three phases: Preparation, triggered by increased volcanic activity and heavy rainfall warnings; Early Action 1, which focuses on securing household, business, and agricultural assets when river levels rise; and Early Action 2, which involves rapid evacuation and provision of food, water, sanitation, hygiene, and temporary shelter for up to seven days.
The protocol establishes trigger thresholds based on PVMBG, BMKG, and community monitoring systems, and sets mechanisms for funding mobilisation through village budgets and emergency funds. Early action ends when rainfall and river conditions return to safe levels.
