Background
Arbeiter-Samariter-Bund South & South East Asia (ASB S-SEA) has been implementing “The Environmental Sound and Climate Resilient Transformation of Humanitarian WASH “ since 2024.
The project focused on enhancing the resilience of most at-risk communities through inclusive and climate-sensitive WASH systems, institutionalizing Anticipatory Action (AMPD), and adopting Nature-based Solutions (NbS) aligned with the Climate Change Charter.
As the project reaches its final phase in 2026, an Endline Study is required to evaluate the relevance coherence, effectiveness, efficiency, impact and sustainability of the interventions.
Objectives of the Endline Survey
The primary objective is to evaluate the project’s progress and achievements compared to the baseline data. Specifically, the study aims to:
- Assess the level of knowledge and capacity of government and non-government actors regarding inclusive climate-sensitive WASH and inclusive DRR.
- Evaluate the inclusivity including accessibility and functionality of the implemented climate-resilient WASH solutions for most at risk communities, including persons with disabilities and the older people. This is not limited to the infrastructure, but also the functionality of the existing structures and regulations developed due to project intervention.
- Measure the impact of the Green Humanitarian Approach on institutional practices and policy integration at the sub-national level.
- Identify best practices, lessons learned, and challenges encountered during the implementation to inform future programming.
- Verify the sustainability of community-managed water systems (KPSPAMS, behavioral changes on community level particularly on waste management) and the institutionalization of Anticipatory Action (AMPD) protocols.
Scope of Work
The consultant is expected to perform the following tasks:
- Review project documents, baseline reports, and monitoring data.
- Develop endline methods including quantitative and qualitative data collection tools (Questionnaires, KIIs, FGDs).
- Conduct data collection in target districts (Gunungkidul and Magelang) and at the national level.
- Analyze data using a gender, age, and disability-sensitive lens (integrating WGQ and The Humanitarian Disability Needs Estimation Screening Tool (HD-NEST) for the data collection and analysis).
- Assess the implementation of the 5 Inclusion Must and the adoption of the Climate Charter Action Plan.
- Provide evidence-based recommendations for sustainability and scaling up the ‘Seger Waras”.
