Partners for inclusion: Localising Inclusive Humanitarian Response (PIONEER)

Use the PIONEER model to localise inclusive humanitarian responses by building institutional partnerships between local organisations of persons with disabilities (OPDs), older people's associations (OPAs), and local humanitarian organisations..

The model aims to improve the inclusion, quality, and accountability of humanitarian response programmes by creating spaces for OPDs/OPAs and humanitarian organisations to co-design, deliver, monitor, and evaluate humanitarian programmes. The model builds on the success of the "localisation of aid" concept introduced through the Grand Bargain agreement (IASC, n.d.), underpinned by the spirit of the participation revolution of persons with disabilities and older persons through equal partnerships with local humanitarian actors.

1. Established mechanism for inclusive and meaningful partnerships between PIONEER management partners to equally support the PIONEER project.
2. Operationalised, tested, refined PIONEER mechanism for inclusive, equal and reciprocal partnership between local OPDs and humanitarian organisations.
3. Shared and operationalised ethical values and code of conduct on inclusion and intersectionality.
4. Assessed effectiveness and impact of the PIONEER mechanism.
5. Captured and disseminated project learnings through partners’ communication mechanisms.

1. Capaity enhancement of PIONEER members by five work packages.
