Humanitarian Disability Needs Estimation and Screening Tool (HD-NEST)

Widely promoted tools for the collection of disability data in humanitarian action focus on the identification of people with disability and not needs. In contrast, this program will develop a rapid screening tool to directly identify the majority of needs using as few questions as possible.

Program solution recognises and responds to these constraints and realities by shifting the focus away from the identification of people with disability in the early stages of a response to the direct identification of the functioning needs of individuals. To ensure wider adoption and maximise potential for integration into existing assessment tools and processes, there needs to be as few questions as possible.

• Refine the tool’s objectives and review existing measurements of access and functioning needs that can inform, or can be adapted for, use in humanitarian action. (Phase 3)
• Further test and validate tools. Testing and validation will be completed in Indonesia and the Philippines and a third humanitarian setting to be identified through partner networks in consultation with Elrha. (Phase 4)
